Energy management and energy optimisation, just like any other form of management, is an ongoing process.  
In the same way as installing a new accounting system is not equivalent to financial/operational/logistics management, installing a new lighting system (variable speed drive, high efficiency chiller, etc.) is not the same thing as energy management.
